Checks if all drivers in a channel run have received the most recent message (for example, to end a take).

Returns 1 if all drivers have received the most recent message, and 0 otherwise.

Return Value

Return correct usage if incorrect parameters are passed
"SI_ERR_ERROR_MSG" if there is no current channel run.
